On Friday India participated in the Arria Formula Meeting of the United Nations Security Council on “What can the Security Council do to support the peace process in Afghanistan”. Ambassador TS Tirumurti, Permanent Representative of India to the UN had been invited as the incoming member at the UNSC in January 2021.

While India had decided to take part in the discussions on an important matter of the Afghan Peace process, the Indian envoy at the outset expressed “reservations” on the Arria format. Taking the reference of Pakistan, India told the UN that Afghanistan can succeed only when terrorism is eliminated across the Durand Line. The Durand Line is the 2,640-kilometre border between Afghanistan and Pakistan.

TS Tirumati further added that the report of the Analytical Support and Sanctions Monitoring Team under the Al-Qaeda/Daesh Sanctions Committee too shows the presence of foreign fighters in Afghanistan. He added that to ensure peace and end terrorism in Afghanistan, these supply chains need to be broken. He said, “It is time that the Security Council speaks unequivocally against violence and terrorist forces and acts against terrorist sanctuaries and safe havens.”

Today, Afghanistan is at a critical juncture, and it is essential for the International Community, especially UNSC to send the correct message to everyone concerned. He further stressed the need to bring lasting peace and stability in Afghanistan as that is critical for the peace and security of the whole region.

He further added that to achieve it, UNSC needs to make sure that the peace process is Afghan-led, Afghan-owned, and Afghan-Controlled. Further, the India envoy overstretched that it is important to ensure that the issue of full transit rights to Afghanistan is not used by states to extract a political price from Afghanistan.
