On Monday, in another surprise to the nation, the Andhra Pradesh government decided to repeal the there capital laws. The decision was taken in a meeting. Advocate General S Subramaniam informed the High Court that the government has decided to withdraw the law.

In a statement, Chief Minister Jagan Mohan Reddy said that it was much needed to withdraw the Bills. However, Reddy added that a new Bill with no errors will be introduced. The High Court division bench headed by Chief Justice P K Mishra asked the AG to file a detailed affidavit. On the other hand, the state Cabinet conducted an emergency meeting and cleared the Repeal Bill to be introduced in the Legislature.

In January 2020, the state government had tabled the three bills, decentralizing the administration. It had proposed to make Kurnool in the Rayalaseema region as judicial capital, Visakhapatnam in the north Andhra region as executive capital, and Amaravati in the coastal region as legislative capital.

However, the government had suggested moving the high court and all judicial and legal institutions of the state to Kurnool, while shifting the administration to Visakhapatnam leaving legislature (both legislative assembly and legislative council) in Amaravati.

On hearing the proposal, the Opposition parties and farmers opposed it. They had filed several cases challenging the three capital bills, which are being heard by the high court on a day-to-day basis. Despite the bill having been passed by the legislative assembly, it is still pending in the legislative council, which had referred them to a select council. The opposition TDP was in majority in the legislative council, which could push the bills to the select committee.

Meanwhile, it is assumed that the government is repealing the three farm bills to reinitiate the process by getting the approval of both the legislative assembly and legislative council afresh to avoid legal scrutiny.
